PLEASE BE AWARE OF A STATE LAW REQUIRING ALL OFFICIALS TO BE FINGERPRINTED AND ON FILE WITH THE NYS EDUCATION DEPARTMENT.  YOU WILL BE GIVEN INFORMATION REGARDING THE FINGERPRINT PROCESS DURING YOUR CLASSES.

2026 Testing 

The 2026 NYSCOS Rules Exam is being administered through Google Forms. Dragonfly testing is no longer being used for this exam.

Take the official exam Open paper/PDF version

• Obtain the exam password from your local board contact before starting.
• Password-NYSCOS.
• You do not need a Google email address to submit the exam.
• If you want to work offline first, use the paper/PDF version and then enter final answers online.
• If you leave the form before submitting, answers are saved only when signed into a Google account.
• After submitting all 50 questions, you will receive an email with your score and the questions marked correct or incorrect.
• There is no limit on the number of times you may take the test.
• Your local board will receive your score at a later date.

In order to officiate for the upcoming 2026 Season

1. Achieve a passing grade of 85 on the NFHS test 
2. Obtain the NCAA uniform 
3. Pay yearly dues to the association.
4. Provide availability to SectionXI via ZEBRAWEB (accept assignments when they become available)
5. Attend a yearly RULES INTERPRETATION Meeting..

If any of the 5 requirements are not met  your 2026 schedule will be pulled.

Yellow/Red Card Reporting

As the season approaches - please keep the following in mind. 

1) Red CARD /Yellow card / MISCONDUCT reporting:   

We are REQUIRED to report ALL RED and ALL YELLOW CARDS and EVERY INSTANCE OF MISCONDUCT

-After submitting, the report will automatically be emailed to the appropriate recipients. Unfortunately, if you issue more then one card you need to submit more then one report.   We need a separate report for each card issued. Please follow the suggested format. 

- Point in time (20th Minute)
- What the player/coach/parent did or said
- what you (the official) did in response to the previous actions.
- reference the applicable rule in the NFHS rulebook.

 Duration of Matches..........

Varsity & JV: Two 40 minute halves.       

Middle School:  Four period format - four 15 minute periods . Five period format - five 15 minute period (no halftime)    In both formats the teams change halves after the second period.  

 Overtime:  Varsity & JV - two Five (5) minute periods, golden goal (a team scores, the contest is over).  Overtime is mandatory for all league and mandatory non-league MNL (crossovers) games on both levels.  For non-league games (NL), the coaches must decide before the game if they want to play OT.  If they can't agree, you play OT.

        2- 4 minute periods that must be played to completion regardless of how many goals are scored. Five (5) period games are exempt for Overtime,. At the conclusion of regulation play, teams get five minutes before the start of OT.  Between OT periods they get 2 minutes.

Procedures for officials to follow if experiencing issues during an athletic contest.

Please see "GAMEDAY PROCEDURES" for “officials check list” for officials to follow should they experience issues with spectators during an athletic contest. This procedure shall assist officials as to what to do and who to contact should they have issues.

Officials -Please print, read, understand and follow this procedure regardless of level so everyone is on the same page. This procedure will be reviewed and finalized with all SXI ADs at the 9/7/2023 meeting. In this way, school personnel as well as all officials will be on the same page and know what to do when issues arise. Officials shall not let these situations go unreported.

Ref: NFHS Rule 1 - "The field of play" 

Under Section 4 - "GOALS AND NETS"

....If portable goals are used, the goals shall be adequately anchored, secured or counterweighted to the ground. 

Upon first entering the field - you and your partner shall inspect both goals for conformity.

RULING: The game will not start until the goals are properly secured.

As always - please review the NFHS rule book periodically.

Please use the new online reporting module for all yellow and red cards issued.

Please specify according to NFHS rule book  (MISCONDUCT) 

Report all red cards to Section XI via their misconduct form.

At least 5 min before the start of each and every contest - coaches and captains shall meet with the officials to perform a "pregame conference" [IAW NFHS Rule 5 Section 2 (PREGAME RESPOSIBILITIES)]

The pregame conference shall consist of the following: 

A. Inspect balls to be used (IAW NFHS Rule 2 - The ball). See Section 1 - "Supply" and Section 2 - - "Specifications".

B. ONE OFFICIAL SHALL READ THE SPORTSMANSHIP CARD IN ITS ENTIRETY. A copy of this card is listed on this website. Please print and bring with you. 

C. Conduct a Coin Toss. The visiting team captain shall indicate heads or tails while the coin is in the air. 

D. Affirm that both teams are properly equipped (verbal YES is required from both coaches). Any questions re: legality of players equipment shall be addressed at this time.

A more detailed explanation is listed in your NFHS rule book under RULE 5 (officials). Section 2 describes "pregame responsibilities" in detail.
